I was very surprised they offered vegan concha. My husband is Mexican so I have seen this many times, though never ate it bc its not usually vegan. Its basically a sweet roll, like dinner roll, topped with a sweet cookie crumble. It was okay, kind of dry in my opinion, but they typically are, since they're eaten to be dipped in a hot drink called Atole. This was $2. The owners of this food stand (its in the Tuttle Mall foodcourt) told us that they outsource their bread and concha and they request it to be made vegan, but I don't think it's always vegan so best to ask first.
