I would call it a 炒河粉 rather than a 炒粿条 from appearance alone. And if it was a 炒粿条, the use of black sauce in the dish betrays it as a KL-style dish rather than a Penang-style 粿条 (though I have seen people add black sauce to a 'Penang-style' 炒粿条, unforgivable)
